The public finances dilemma

A roundtable discussion of public policy, a quest for consensus

Some and not the least, think we should not worry, since the Quebec’s debt positively compares to OECD members countries debts; they are convinced "it is unnecessarily to initiate panic in public opinion" that is now  "bluring government functioning and public debate [...] and it is becoming [...] impossible to address the real economic issues "(Parizeau, 2013). They are of the view that fiscal problems in Quebec are mostly resulting from low growth rates, caused by insufficient productivity level and vocational and technical training shortcomings. Others, however, think that the public debt is the problem and felt that the government should take concrete and immediate action to increase revenues and decrease spending (Godbout et al. ., 2014); they are convinced that Quebec has no choice and is driven to react, because he can not afford to wait that any ripple effect would come to the rescue ; they fear that any breach of the task or delay in the action may be expressed not only by negative market expectation, but also will motivate merciless verdicts of credit rating agencies. Therefore, the clean up of public finances and the setting major reforms site appears imperative.

The current government seems decided to deal with the situation through austerity programs that are described by some as bold and warn "There is a need for a social consensus around such programs, otherwise we will all run the risk of failure" (Fortin, 2014). The government may indeed attract citizens anger, failing to assure them that the promised economic growth will indeed be there. Failing to do so, will make  Quebec economy running the risk of sinking further and rescue paths are scarce.

Despite the divergence of views, everyone seems convinced of the urgency to act and probably believes that effective public finances are essential to the development of Quebec and to the improving of the quality of life of its citizens. That is why the time must not be for partisanship, nor for the stifling of dissent or even to for half measures. To rally the views and convinced that budget pressures plaguing Quebec are of structural origin, caused in large part by the aging of the population, the Research Group on Management and governance of public funding, GR2G of the University of Quebec, in Montreal, in association with Ordre des CPA du Quebec, is organizing a forum entitled:

"Public Finances Dilemma."
